Job Description:
Oversees all aspects of the East Hartford Learning Center program, ensuring its programmatic and financial viability. Functions as a member of the agency’s administrative decision-making body. Coordinates the supervision of all Learning Center staff in collaboration with the Director of Education and Team Leaders. Is liaison to outside agencies that affect Learning Center programs. Reports to the VP for Educational Services. This is an exempt, 12 months, position.

DUTIES AND RESPONSIBILITIES:
Learning Center Program and Staff
  • Consults with Learning Center staff: chairs weekly staff meetings; meets regularly with Team Leaders to discuss daily operations, program development and enhancement and overall quality assurance issues.
  • Serves as a resource to all Learning Center staff regarding crisis intervention, curriculum development and compliance with State and Federal regulations.
  • Supervises the development of curriculum to remedy students’ academic deficiencies and maximize their potential.
  • Participates in the development and evolution of the behavior management system.
  • Designs the annual school calendar, incorporating sufficient in-service opportunities to meet CEU provisions required by Connecticut law and ensure optimal program compatibility for the agency.
  • Develops the Learning Center budget and administers the Chapter 1 program.
  • Reviews performance of all staff annually. Sets performance objectives. Commends excellence and recommends disciplinary actions, when required. Formulates action plans to address performance shortcomings.
  • Collaborates with personnel from various functions, e.g., Treatment Services, Human Resources, Development, Training, Maintenance, and Finance to ensure optimal and consistent programming and fiscal viability of the Learning Center.
  • Reviews clinical determinations regarding residential students as they relate to discharges, transitions or other program changes.
Residential and Day School Students:
  • Collaborates with parents, guardians, Local Education Agencies (LEAs), Department of Children and Families (DCF), State Department of Education (SDE) and other individuals as appropriate in the formulation of a student’s Individualized Education Plan (IEP).
  • Consults with parents or guardians of residential students, LEAs, and other involved persons as regards behavior management and education issues.
  • Attends (or sends a designee to) Planning and Placement Team (PPT) meetings.
  • Ensures written quarterly reports for each student.
Special Education Field
  • Stays abreast of policies and changes in the field of Special Education especially as they affect private placements; conveys changes and their supposed effects on the agency to agency management.
  • Is aware of SDE criteria established for approval of private special education facilities; maintains Learning Center program quality to meet them.
Other
  • Ensures immediate communication with the COO regarding critical matters and on going communication regarding daily operations. Provides monthly reports when requested.
  • Displays exemplary role modeling on the job and when in contact with the students being served.
  • Performs other duties as assigned by the COO.
Education, Experience and Other Qualifications:
Master's Degree; Connecticut Certification in School Administration, Supervision, and Special Education. Minimum three years related experience, preferably in a residential or psychiatric agency. Excellent communication skills (written and verbal). Skills in the following areas are highly desirable: instructional leadership, curriculum development, public relations, administration, budget management, and group dynamics.
Must have a positive attitude, a track record that reflects sound judgment and a demonstrated ability to establish rapport with colleagues, students, and staff from diverse ethnic, economic and religious backgrounds. Must possess a working knowledge of effective behavior management systems and the ability to impart that to others. Commitment to the CT Code of Professional Responsibility for School Administrators (attached) is requisite.
