Job Description:
General Statement:
The Teacher on Special Assignment (TOSA) for English Learner (EL) Professional Development and Coaching is responsible for supporting the Coordinator of English Learners and others to design and implement the annual district EL professional development plan.  This TOSA provides support and leadership in the delivery of effective, standards-based and research based curriculum, instruction, and assessment to improve English Learner academic achievement in all content areas. 
 
The TOSA for EL PD and Coaching reports to the Coordinator of English Learners.
 
Major Responsibilities:
 
Supports all aspects of the following areas:
 
  1. Professional Development (75%)
    1. Supports Development of District EL Professional Development Plan – Works collaboratively with Coordinator of English Learners, central office leaders, principals, and TOSAs to design and implement annual district EL professional development plan; promotes cross-district professional development based on EL needs and mandates; collaborates with Teaching and Learning Department to support implementation of district curriculum, instruction, and assessment specifically supporting ELs.
    2. Provides School Level Professional Development – Supports Coordinator of English Learners by implementing district-wide EL Professional Development plan at district and school level and supporting teachers in improving instructional practices to work with EL students; coaches teachers individually or in small groups; observes and models lessons, develops lesson plans, provides feedback; collaborates with School Data Teams and Instructional Data Team to support data collection and monitoring processes; supports PLCs; collects, organizes, and shares EL best practice instructional resources with staff.
    3. Provides Workshops and Training – Plans and delivers staff development workshops based on professional development needs identified by Coordinator of English Learners and school administrators to develop EL strategies; supports the use of technology and applications that support ELs for all school staff.
  2. Program Evaluation (15%)
    1. Supports Program Evaluation – Supports Coordinator of Professional Development English Learners in managing systems for collecting feedback and monitoring impact of EL professional development and coaching; evaluates effectiveness of EL professional development and coaching offerings; revises EL professional development and coaching based on feedback.  Assists in implementation of guidelines and procedures associated with EL mandates.
    2. Curriculum – Collaborates with the Teaching and Learning Department to ensure inclusion of culturally responsive curriculum, English learner supports, and updated curriculum for sheltered and bilingual classes.  Supports Coordinator of English Learners to evaluate effectiveness of EL programs and revise curriculum based on feedback and local assessment.
  3. Other Duties (10%)
    1. Coordinates with Board of Education departments, including but not limited to Teaching and Learning, Special Education, and the Office of Family and Community Engagement. Serves as liaison to administrators, content leaders, department heads, and others.
    2. Serves on committees as requested by the Coordinator of English Learners.
    3. Performs additional duties as assigned.
  4. Supervises the following:
    1. No supervision of staff required.
  
Physical and Mental Demands, Work Hazards:
Works in standard office and school building environments.
Qualifications:
  • CT CSDE educator certification endorsed for Teaching English to Speakers of Other Languages (TESOL), PK-12 (111) or Bilingual Education.
  • Advanced Training in SPS ELs in Mind, Body, Heart, preferred.
  • Minimum of three (3) years of experience teaching English Learners.
  • Experience in an urban district, preferred.
