Job Description:
Highville Charter School is a public charter school located at 1 Science Park, New Haven, CT that serves 500 students and their families Highville is seeking applicants for a Chief Operating Officer.
  • Possess certification as School Business Manager (085) or Superintendent of Schools (093) or Intermediate Administration/Supervision (092)
  • Bachelor’s Degree from an accredited secondary institution required; Master’s Degree in Business Administration preferred
  • Strong background in budget preparation and management
  • Effective staff leadership skills
  • Familiar with CT legislative process and procedures of the Connecticut State Department of Education (“CSDE”) and CSDE Turnaround Office as are applicable to public charter schools
  • Preparation of monthly/quarterly/annual financial reports
  • Knowledge of federal 501(c)3 not-for-profit agency requirements
  • Ability to write, oversee and report on grants
  • Demonstrated success with capital campaigns
  • Knowledge and experience of management of school facilities and sponsorship of National School Lunch/Breakfast/Summer Programs
  • Experience negotiating service contracts and vendor databases/relationships
  • Experience working with external auditors and auditing processes and procedures
  • Knowledge and experience with accounting functions necessary to sustain a not-for-profit educational institution
  • Knowledge and experience with human resources functions
  • Ability to collaborate with and draw together stakeholders
  • Possess excellent oral, written, and interpersonal relationship skills
Duties and Responsibilities
  • Responsible for the development and management of annual budget
  • Prepare monthly/quarterly/annual financial statements and reports and required quarterly reporting to bondholders
  • Prepare and report on financial and other operations as requested by Board of Directors
  • Participate in annual financial audit and provide support to auditors
  • Responsible for developing/maintaining/managing contracts as required by vendors or organizations
  • Responsible for procurement of supplies and equipment necessary for all operations of the organization
  • Solicit bids and negotiate policies of insurance, including building, personal property, liability, employment practices, worker’s compensation, health, dental, short and long term disability
  • Responsible for the development of salary schedules for faculty and staff
  • Maintain close working relationship with CSDE Turnaround Office
  • Serve as representative to the Northeast Charter Schools Network
  • Ensure that facilities meet educational/state/local/federal requirements
  • Attend all meetings of the Board of Directors
  • Collaborate with committee chairs for finance, personnel, and other board committees; attend monthly meetings
  • Work collaboratively with academic leaders to plan operations that support the instructional program, promote harmonious staff relations and secure a safe physical environment for students and staff
  • Sit-in on regular meetings with school administration to ensure that operations support an optimal school environment for students and staff
  • Assure that all state/federal reports related to finance/operations/facilities/food service/staffing are completed in an accurate and timely manner
  • Advise and help develop policies necessary to meet state/federal requirements for ongoing school operations
  • Oversight of Human Resources, Business, Facility & Maintenance, Technology and Food Service Departments and assigned staff
  • Secure wholesome school-community relations by cooperating with community organizations which work collaboratively with the school
  • Promote collaborative leadership and organizational improvement efforts while dealing sensitively and equitably with all persons/groups
  • Perform functions of development officer; seek out grant opportunities for the school; write, submit and track grant applications
  • Foster relationships with corporate partners to find offerings to bolster school revenue
