Job Description:    Human Resources Specialist
Department: Talent Services
Position definition: This position is an integral member of the Talent Services team, with emphasis on employee and applicant assistance, service quality, accuracy, database maintenance and reporting.
Supervision received: Receives overall direction from the Chief Operating Officer (COO) who outline general policies, assign duties and review work for conformance with standards.  Performs regular duties on own initiative, exercising a high degree of judgment and tact.
Examples of essential duties:
  • Supports recruitment efforts with job postings and application management
  • Tracks and ensures compliance with background investigation, state reporting and teacher certification requirements
  • Responsible for on-boarding and orientation
  • Utilizing the MUNIS software system, communicates to payroll all employee information pertaining to the processing of new employees, salary changes, transfers, updates etc.
  • Assists employees with paperwork and use of Employee Self Service system
  • Administers position control in the HR/Payroll system.
  • Prepares, processes and tracks individual contracts and wage statements
  • Provides timely information to departments, including Technology and building administrators, regarding new hires, terminations, transfers, etc.
  • Develops and maintains employee databases, including but not limited to staff
  • Manages performance evaluation software and ensures that evaluations are conducted on schedule
demographics, insurance enrollment, personal information, withholding elections, certification, transfers, seniority etc.
  • Requisitions and processes employer-paid benefits
  • Files and manages filing systems
  • Advises Talent Services team and Chief Operating Officer on opportunities for process improvement
  • Other duties as assigned
Minimum qualifications required:
  1. Bachelor of Arts or Science degree with relevant coursework
  2. Experience in Human Resources functions, preferably in a public school setting
  3. Professional in Human Resources (PHR) certification preferred
  4. Basic understanding of payroll operations
Knowledge, skills, and abilities:
  • Outstanding customer service skills and eagerness to respond promptly to inquiries and the needs of internal and external constituencies.
  • Ability to organize projects, prioritize workflow and complete multiple tasks simultaneously and accurately with frequent interruptions.
  • Must be able to acquire a proficiency in district software applications, and advanced knowledge of Microsoft office software i.e., word, Excel, Outlook, Power-point and internal software programs including MUNIS and Talent Ed.
  • Ability to write clear and concise business correspondence and instructions.
  • Must be able to resolve problems and deal with a variety of situations where only limited precedent or standardization exists.
  • Demonstrates independent judgment, initiative and tact in dealing with staff and the public.
  • Ability to interpret a variety of instructions furnished in written, oral, and diagrammatic or schedule form.
License or certificate: A Connecticut Motor Vehicle Operator’s license is desirable.
Physical, mental exertion/environmental conditions: There is regular intermittent exposure to computer screen. Performs duties in an office environment.  May be required to lift and move weights up to 20 pounds. Uses repetitive motions in operating office equipment, including keyboards, calculators, fax machines and copiers. Must be able to hear clearly (correctable to within normal limits) to record telephone information, and to see (vision correctable to 20/20) to complete applications and forms. Adaptive technology may be used.
