Windsor Locks Public Schools Business Manager
 Salary and Benefits:  Salary and benefits will be in accordance with a conditions of employment agreement with the Board of Education that is regionally competitive.  
 Reports to: Superintendent of Schools
Summary: The Business Manager is responsible to maintain a thorough, efficient and fiscally responsible operation of all services of the school district including finance, employee benefit programs (in coordination with the Human Resource Director), purchasing through effective delegation, supervision and review.  The Business Manager is tasked with facilitating ongoing Board of Education Finance Sub Committee meetings as well as attending Board of Education meetings.  
Supervisory Responsibilities: The Business Manager supervises the Staff Accountant, Facilities Director, Food Services, Transportation, Accounts Payable/Receivable, and Payroll/Benefits.
Qualifications:
  • Master's Degree in Accounting, Public or Business Administration.
  • Five (5) years of prior related school district experience.
  • Must have an excellent knowledge of Infinite Visions Integrated Financial & Personnel Management Software 
  • Current CT School Business Administrator (085) Certification.
  • Experience in Facilities Management.
 A. Budgeting and Financial Planning.
  • Establishes a system for budget execution and shall direct and supervise all financial accounting in the School District.
  • Prepares the annual district budget, reviews it with the Administration and presents it for approval and adoption by the Board of Education in collaboration with the Superintendent of Schools.
 B. Purchasing
  • Oversees all purchasing for the School District; and
C. New Construction/Renovations
  • Work with the Town Finance Director to prepare bond offerings.
  • Oversees the distribution of payments for construction in progress.
  • Maintain official construction files for project audit.
  • Maintains active membership in the CT Association of School Business Officials by attending workshops, seminars and annual Institute meetings.
G. Transportation
  • Administer the school bus contract to provide all eligible students transportation to and from the schools in accordance with the Board policy, CT Department of Education transportation guidelines and CT General Statutes.
H. Food Services
  • Supervises the food service program, its maintenance, monthly inspection, its reports and supervision, conferring with interested parties and shall provide economical, satisfactory and efficient management of the lunch program.
I. Accounting and Reporting
  • In conjunction with the Business Office staff, oversees the preparation and certification of the accuracy of monthly and annual financial reports required by the Superintendent, Board of Education, State Department of Education and other agencies of government;
 J. Insurances
  • Maintains adequate general liability and property casualty coverage for the district and personnel, as required.
K. Other Functions
  • Attends regular, committee, and executive sessions of the Board to advise on matters relating to non-instructional services of the district.
L. Operation and Maintenance of Plant and Facilities
  • Administers the operation of buildings and grounds, including maintenance, repair, and renovation of all facilities, to ensure a safe environment.
